Bio


Rhiannon Neilsen is a Cyber Security Fellow at the Center for International Security and Cooperation (CISAC). Previously, she was a Postdoctoral Fellow at the Coral Bell School of Asia Pacific Affairs, Australian National University. During her PhD, Rhiannon was a Visiting Doctoral Fellow at the Department of Politics and International Relations, University of Oxford (2019-2020), sponsored by the Australian Federation of Graduate Women, and a Visiting Fellow at the NATO Cooperative Cyber Defence Centre of Excellence in Tallinn, Estonia (2019). In 2020 and 2021, Rhiannon was a Research Consultant for the Oxford Institute for Ethics, Law and Armed Conflict (ELAC), University of Oxford.

During her time at CISAC, she will be working on her project, 'Algorithms for Atrocity Prevention'. Her research interests sit at the intersection of cyberspace, atrocity prevention, and normative ethics.
