Rudo Linda Munyengeterwa

BioLinda Munyengeterwa is IFC’s Global Director of Transaction Advisory - PPPs and Corporate Finance. Her role involves working with teams around the world to design public-private partnerships (PPPs) and collaborate with private sector clients on corporate finance solutions. These activities mobilise private sector capital in developing countries, aiming to deliver tangible impact. The Transaction Advisory team has experience advising governments on designing and bringing to market commercially viable PPPs across various sectors to provide infrastructure and social services to communities. The Transaction Advisory team is on track to deliver nearly $6 billion in private capital mobilisation, contributing 20-25% to IFC’s Core Mobilisation. In FY24, the team delivered $4.9 billion in private capital mobilisation.
Linda became the Global Director in 2022 after serving as the Regional Industry Director (RID) for Africa and Middle East Infrastructure for nearly four years. As RID, she focused on growing IFC’s investment operations and advisory services in energy, transportation, telecommunications, media and technology, mining, and municipal and environmental infrastructure across these regions. During her tenure in Africa, the business grew to over $2bn annually, providing infrastructure access and services to millions.
Before joining IFC, Linda worked as an investment banker in the mergers and acquisition teams of JPMorgan and Fleming Martin. -

Current Research and Scholarly InterestsResearch Activities:
My research focuses on the environmental and equity dimensions of intensive food production systems, and the food security dimensions of low-input systems. I have been involved in a number of field-level research projects around the world and have published widely on issues related to climate impacts on agriculture, distributed irrigation systems for diversified cropping, nutrient use and loss in agriculture, biotechnology, aquaculture and livestock production, biofuels development, food price volatility, and food policy analysis.
Teaching Activities:
I teach courses on the world food economy, food and security, aquaculture science and policy, human society and environmental change, and food-water-health linkages. These courses are offered to graduate and undergraduate students through the departments of Earth System Science, Economics, History, and International Relations.

BioAnna Thuy-An serves as an AI Governance Research Advisor with Stanford's Center for International Security and Cooperation (CISAC), where she contributes to shaping global frameworks for responsible AI. Anna blends strategic thinking, frontier tech fluency, and sharp execution. With experience in consulting, big tech, and international policy, she bridges vision and action for breakthrough technologies.
Anna has led platform policy at Google and YouTube, scaled operational excellence at Uber, launched the Singapore IoT Innovation Center, and advised Fortune Global 500 clients at Accenture. Her work with the United Nations and Stanford’s Institute for Human-Centered AI reflects her commitment to responsible tech and global impact. As a founder, she built a B2B travel startup and continues to stay engaged and active in the startup ecosystem.
She holds degrees from Stanford University (MIP'21) and the National University of Singapore (BBA'15), Udacity Nanodegree in Programming, and various other professional certifications. Anna enjoys long hikes, reading in her garden, designing, cooking Asian cuisine, exploring new destinations, and spending time with her family. In 2017–2018, she worked remotely while traveling full-time to over 15 cities across 10 countries on four continents.

Jean Oi
William Haas Professor of Chinese Politics and Senior Fellow at the Freeman Spogli Institute for International Studies
Current Research and Scholarly InterestsPolitical economy and the process of reform in transitional systems, with particular focus on corporate restructuring and fiscal politics. Oi’s new project empirically assess the impact of China’s Belt and Road Initiative (BRI) by taking an institutional and micro-level approach to identify the key players and their interests. Is the BRI is a tightly coordinated central state effort, as some assert, or another example of local state development taking advantage of global opportunities?
