Jeffrey Decker
Program Director, Precourt Institute for Energy
BioJeff Decker is managing director of the Technology Transition for Defense Program and co-instructor of Hacking for Defense course at Stanford University. Hacking for Defense uses the Lean Startup technique to tackle complex problems critical to the government around national security, energy networks, cyber security, and AI, and develop new technologies with teams of engineers, scientists, MBA’s and policy experts. With the program, Jeff has taught more than 300 students, faculty, and government personnel user-centered design from over 2 dozen colleges and universities, helping them solve more than 75 unique national security challenges for the Defense Department and related industries. Several student teams have gone on to form companies winning Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, gaining venture capital funding, and one team even became a program of record. Jeff’s work and research focuses generally on defense innovation and dual-use technologies, with a focus on developing go-to-defense market strategies for technology startups and fostering defense-industry partnerships. With his Lean Startup experience and expertise with Hacking for Defense, plus his military service, Jeff is a sought-after expert when it comes to national security and solving Defense Department challenges.
Jeff served in the U.S. Army as a 2nd Ranger Battalion light infantry squad leader in Iraq and Afghanistan. Following his service, he earned a MS in International Relations (Laws), and a doctorate in International Relations before conducting national security and international affairs research at the RAND Corporation. -

Casey Decosto

BioCassandra (Casey) Mendoza Decosto (she/they) is a proud first-generation Filipina American from Los Angeles, California. A Pasadena City College alumna who transferred to CSU-Los Angeles, she previously studied singlet-oxygen photochemistry with Prof. Matthias Selke. Now, as a Chemistry Ph.D. candidate in Prof. Laura Dassama’s lab, she leverages bioinformatic and biochemical approaches to discover novel proteins that drive metabolite trafficking, membrane remodeling, and antibiotic evasion in bacterial pathogens such as Treponema pallidum. As a CBI ChEM-H and EDGE fellow, Casey works to increase educational and research access on and off campus through programs like Stanford’s Community College Outreach Program (CCOP).

BioThomas S. Dee, Ph.D., is the Barnett Family Professor at Stanford University’s Graduate School of Education (GSE), the Robert and Marion Oster Fellow at the Hoover Institution, and a Senior Fellow at the Stanford Institute for Economic Policy Research (SIEPR). He is also a Research Associate at the National Bureau of Economic Research (NBER) and the Faculty Director of the John W. Gardner Center for Youth and Their Communities. His research focuses largely on the use of quantitative methods to inform contemporary issues of public policy and practice. In 2024, he received the Peter H. Rossi Award for Contributions to the Theory or Practice of Program Evaluation from the Association for Public Policy Analysis and Management (APPAM) and the Outstanding Public Communication of Education Research Award from the American Educational Research Association (AERA).

Sebastian Dehe

BioDeierlein's research focuses on improving limit states design of constructed facilities through the development and application of nonlinear structural analysis methods and performance-based design criteria. Recent projects include the development and application of strength and stiffness degrading models to simulate steel and reinforced concrete structures, seismic design and behavior of composite steel-concrete buildings, analysis of inelastic torsional-flexural instability of steel members, and a fracture mechanics investigation of seismically designed welded steel connections.
