Lawrence Goulder
Shuzo Nishihara Professor of Environmental and Resource Economics, Emeritus
Bio
Lawrence H. Goulder is the Shuzo Nishihara Professor in Environmental and Resource Economics at Stanford University and Director of the Stanford Center for Environmental and Energy Policy Analysis. He is also a Senior Fellow at the Stanford Institute for Economic Policy Research and at Stanford's Precourt Institute for Energy; a Research Associate at the National Bureau of Economic Research; and a University Fellow of Resources for the Future.
Goulder's research examines the environmental and economic impacts of environmental policies in the U.S. and China, with a focus on policies to deal with climate change and air pollution. His work also has explored the sustainability of natural resources and well-being in several countries. He has conducted analyses for several government agencies, business groups, and environmental organizations, and has served on advisory committees to the U.S. Environmental Protection Agency and the California Air Resources Board. Results from his work have been published in academic journal articles as well as in the book, Confronting the Climate Challenge: Options for US Policy, which was published by Columbia University Press in 2017.
His work often employs a general equilibrium analytical framework that integrates the economy and the environment and links the activities of government, industry, and households. The research considers both the aggregate benefits and costs of various policies as well as the distribution of policy impacts across industries, income groups, and generations. Some of his work involves collaborations with climate scientists, biologists, and engineers.
Goulder graduated from Harvard College with an A.B. in philosophy in 1973. He obtained a master's degree in musical composition from the Ecole Normale de Musique de Paris in 1975 and earned a Ph.D. in economics from Stanford in 1982. He was a faculty member in the Department of Economics at Harvard before returning to Stanford's economics department in 1989.

Current Research and Scholarly Interests
Goulder's research examines the environmental and economic impacts of environmental policies in the U.S. and China, with a focus on policies to deal with climate change and air pollution. His current research focuses on the evaluation of proposed U.S. federal level climate change policies and China's emerging nationwide emissions trading program to reduce carbon dioxide emissions.
His work also explores the sustainability of natural resources and well-being in several countries.
Results from his work have been published in academic journal articles as well as in the book, Confronting the Climate Challenge: Options for US Policy, which was published by Columbia University Press in 2017.
His work often employs a general equilibrium analytical framework that integrates the economy and the environment and links the activities of government, industry, and households. Abstract
Many prior studies have explored the implications of human population growth and environmentally problematic technologies for biodiversity loss and other forms of environmental degradation. Relatively few, however, have examined the impacts of the level and composition of consumption. We offer a framework that shows how the level and composition of a society's total consumption relate to the uses of various forms of capital and to the sustainability of natural resources and human well-being. We relate the framework to two main approaches-top-down macro studies and bottom-up computer models-for measuring whether overall consumption in the United States satisfies a sustainability requirement. Existing top-down studies have shortcomings that bias their results toward optimism, and current computer simulation models, although strong on revealing biophysical outcomes, are limited in their ability to evaluate impacts on human well-being. Although some ambiguities arise in determining whether overall consumption in the United States is excessive, our conclusions regarding the composition of U.S. consumption are unambiguous. Distorted consumption patterns and associated production methods lead to excessively rapid natural resource depletion; greater conservation would yield gains to current and future generations that more than compensate for the sacrifices involved. Public policies that deal with the composition problem not only would help conserve natural resources and improve current welfare but also would reduce the costs of meeting the goal of sustainability.
