Ortolano is concerned with environmental and water resources policy and planning. His research stresses environmental policy implementation in developing countries and the role of non-governmental organizations in environmental management. His recent interests center on corporate environmental management.

    Abstract

    As sea level rises, urban traffic networks in low-lying coastal areas face increasing risks of flood disruptions. Closure of flooded roads causes employee absences and delays, creating cascading impacts to communities. We integrate a traffic model with flood maps that represent potential combinations of storm surges, tides, seasonal cycles, interannual anomalies driven by large-scale climate variability such as the El Nino Southern Oscillation, and sea level rise. When identifying inundated roads, we propose corrections for potential biases arising from model integration. Our results for the San Francisco Bay Area show that employee absences are limited to the homes and workplaces within the areas of inundation, while delays propagate far inland. Communities with limited availability of alternate roads experience long delays irrespective of their proximity to the areas of inundation. We show that metric reach, a measure of road network density, is a better proxy for delays than flood exposure.

    Abstract

    In sub-Saharan Africa only 35% of the urban population has access to a piped water connection on their premises. The majority of households obtain water from public standpipes or from neighbors who are connected to the municipal network. Water resale is often prohibited, however, because of concerns about affordability and risks to public health. Using data collected from 1,377 households in Maputo, Mozambique, we compare the microbiological quality, as well as the time and money costs of water supply from individual house connections, public standpipes, and water obtained from neighbors. Households with their own water connections have better service across virtually all indicators measured, and express greater satisfaction with their service, as compared with those using other water sources. Households purchasing water from their neighbors pay lower time and money costs per liter of water, on average, as compared with those using standpipes. Resale competes favorably with standpipes along a number of service quality dimensions; however, after controlling for water supply characteristics, households purchasing water from neighbors are significantly less likely to be satisfied with their water service as compared with those using standpipes.

    Abstract

    A logistic regression model was built using vehicle emissions test data collected in 2003 for 129 604 motor vehicles in Beijing. The regression model uses vehicle model, model year, inspection station, ownership, and vehicle registration area as covariates to predict the probability that a vehicle fails an annual emissions test on the first try. Vehicle model is the most influential predictor variable: some vehicle models are much more likely to fail in emissions tests than an "average" vehicle. Five out of 14 vehicle models that performed the worst (out of a total of 52 models) were manufactured by foreign companies or by their joint ventures with Chinese enterprises. These 14 vehicle model types may have failed at relatively high rates because of design and manufacturing deficiencies, and such deficiencies cannot be easily detected and corrected without further efforts, such as programs for in-use surveillance and vehicle recall.
