Prashant Loyalka

Current Research and Scholarly InterestsPrashant's research focuses on examining/addressing inequalities in the education of youth and on understanding/improving the quality of education received by youth in a number of countries including China, India, Russia, and the United States. In the course of addressing educational inequalities, Prashant examines the consequences of tracking, financial and informational constraints, as well as social and psychological factors in highly competitive education systems. His work on understanding educational quality is built around research that assesses and compares student learning in higher education, high school and compulsory schooling. He furthermore conducts large-scale evaluations of educational programs and policies that seek to improve student outcomes.

Xinru Ma
Research Scholar
BioXinru Ma’s research focuses on nationalism, great power politics, and East Asian security with a methodological focus on formal and computational methods. More broadly, Xinru’s research encompasses three main objectives: Substantively, she aims to better theorize and enhance cross-country perspectives on critical phenomena such as nationalism and its impact on international security; Methodologically, she strives to improve measurement and causal inference based on careful methodologies, including formal modeling and computational methods like natural language processing; Empirically, she challenges prevailing assumptions that inflate the perceived risk of militarized conflicts in East Asia, by providing original data and analysis rooted in local knowledge and regional perceptions. Her work has been published in the Journal of East Asian Studies, The Washington Quarterly, the Journal of Global Security Studies, and the Journal of European Public Policy, and in edited volumes through Palgrave. Her co-authored book - Asian Power Transitions: Internal Challenges, Common Conjecture, and the Future of U.S.-China Relations - is forthcoming with the Columbia University Press.
At SNAPL, Xinru will lead the research group in collaborative projects that focus on U.S.-Asia relations. One of the projects will contrast the rhetoric and debates in US politics surrounding the historical phenomenon of "Japan bashing" and the current perception of a "China threat.” By applying automated text analysis and qualitative analysis to textual data from various sources such as congressional hearings and presidential speeches, this project uncovers the similarities, differences, and underlying factors driving the narratives surrounding US-Asia relations. She will also provide mentorship to student research assistants and research associates.
Before joining SNAPL, Xinru was an assistant professor at the School of International Relations and Diplomacy at Beijing Foreign Studies University, where she led the Political Science Research Lab, a lab committed to closing the gender gap in computational methods and political science research by offering big data methods training and professionalization workshops to students. Prior to that, Xinru was a post-doctoral fellow at the Center for International Security and Cooperation at Stanford University (2019-2020), and a pre-doctoral fellow at the Department of Political Science at Vanderbilt University (2018-2019). In 2023, Xinru was selected as an International Strategy Forum fellow by Schmidt Futures, an initiative that recognizes the next generation of problem solvers with extraordinary potential in geopolitics, innovation, and public leadership. -

BioOriana Skylar Mastro is a Center Fellow at the Freeman Spogli Institute for International Studies, Stanford University where her research focuses on Chinese military and security policy, Asia-Pacific security issues, war termination, and coercive diplomacy. She is also Foreign and Defense Policy Studies Fellow at the American Enterprise Institute and continues to serve in the United States Air Force Reserve for which she works as a strategic planner at INDOPACOM J56. For her contributions to U.S. strategy in Asia, she won the Individual Reservist of the Year Award in 2016. She has published widely, including in Foreign Affairs, International Security, International Studies Review, Journal of Strategic Studies, The Washington Quarterly, The National Interest, Survival, and Asian Security, and is the author of The Costs of Conversation: Obstacles to Peace Talks in Wartime, (Cornell University Press, 2019). Current Research and Scholarly InterestsResearch Activities:
My research focuses on the environmental and equity dimensions of intensive food production systems, and the food security dimensions of low-input systems. I have been involved in a number of field-level research projects around the world and have published widely on issues related to climate impacts on agriculture, distributed irrigation systems for diversified cropping, nutrient use and loss in agriculture, biotechnology, aquaculture and livestock production, biofuels development, food price volatility, and food policy analysis.
Teaching Activities:
I teach courses on the world food economy, food and security, aquaculture science and policy, human society and environmental change, and food-water-health linkages. These courses are offered to graduate and undergraduate students through the departments of Earth System Science, Economics, History, and International Relations.

Current Research and Scholarly InterestsPolitical economy and the process of reform in transitional systems, with particular focus on corporate restructuring and fiscal politics. Oi’s new project empirically assess the impact of China’s Belt and Road Initiative (BRI) by taking an institutional and micro-level approach to identify the key players and their interests. Is the BRI is a tightly coordinated central state effort, as some assert, or another example of local state development taking advantage of global opportunities?

BioJennifer Pan is a political scientist whose research focuses on political communication, digital media, and authoritarian politics. She is the Sir Robert Ho Tung Professor of Chinese Studies, Professor of Communication and (by courtesy) Political Science and Sociology, and a Senior Fellow at the Freeman Spogli Institute.
Dr. Pan's research uses experimental and computational methods with large-scale datasets on political activity to answer questions about the role of digital media in politics, including how political censorship, propaganda, and information manipulation work in the digital age and how preferences and behaviors are shaped as a result. Her work has appeared in peer-reviewed publications such as the American Political Science Review, American Journal of Political Science, Journal of Politics, Science, and Nature.
She graduated from Princeton University, summa cum laude, and received her Ph.D. from Harvard University’s Department of Government. -

BioRob Reich is the McGregor-Girand Professor of Social Ethics of Science and Technology at Stanford University. In 2024-25, Rob was on public service leave as Senior Advisor to the United States Artificial Intelligence Safety Institute.
His scholarship in political theory engages with the work of social scientists and engineers. His newest work is on governance of frontier science and technology. His most recent books are System Error: Where Big Tech Went Wrong and How We Can Reboot (with Mehran Sahami and Jeremy M. Weinstein, HarperCollins 2021) and Digital Technology and Democratic Theory (edited with Lucy Bernholz and Hélène Landemore, University of Chicago Press 2021). He has also written widely about philanthropy, including Just Giving: Why Philanthropy is Failing Democracy and How It Can Do Better (Princeton University Press, 2018) and Philanthropy in Democratic Societies: History, Institutions, Values (edited with Chiara Cordelli and Lucy Bernholz, University of Chicago Press, 2016). His early work is focused on democracy and education, including Bridging Liberalism and Multiculturalism in American Education (University of Chicago Press, 2002) and Education, Justice, and Democracy (edited with Danielle Allen, University of Chicago Press, 2013). He has testified before Congress and written widely for the public, including for the New York Times, Washington Post, Wired, Time Magazine, The Atlantic, The Guardian, and the Stanford Social Innovation Review.
Rob is the recipient of multiple teaching awards, including the Walter J. Gores award, Stanford’s highest honor for teaching. He was a sixth grade teacher at Rusk Elementary School in Houston, Texas before attending graduate school. He is a board member of the magazine Boston Review and at the Spencer Foundation. He helped to create the global movement #GivingTuesday and served as its inaugural board chair. -

Mehran Sahami

BioMehran Sahami is Tencent Chair of the Computer Science Department and the James and Ellenor Chesebrough Professor in the School of Engineering. As a Professor (Teaching) in the Computer Science department, he is also a Bass Fellow in Undergraduate Education and previously served as the Associate Chair for Education in Computer Science. Prior to joining the Stanford faculty, he was a Senior Research Scientist at Google. His research interests include computer science education, artificial intelligence, and ethics. He served as co-chair of the ACM/IEEE-CS joint task force on Computer Science Curricula 2013, which created curricular guidelines for college programs in Computer Science at an international level. He has also served as chair of the ACM Education Board, an elected member of the ACM Council, and was appointed by California Governor Jerry Brown to the state's Computer Science Strategic Implementation Plan Advisory Panel.

Joshua Salomon
Professor of Health Policy and Senior Fellow at the Freeman Spogli Institute for International Studies
BioJoshua Salomon is a Professor of Health Policy, a core faculty member in the Center for Health Policy, and Senior Fellow at the Freeman Spogli Institute for International Studies. His research focuses on public health policy and priority-setting, within three main substantive areas: (1) modeling patterns and trends in major causes of global mortality and disease burden; (2) evaluation of health interventions and policies; and (3) measurement and valuation of health outcomes.
Dr. Salomon is an investigator on projects funded by the Centers for Disease Control and Prevention, National Institutes of Health and the Bill & Melinda Gates Foundation, relating to modeling of infectious and chronic diseases and associated intervention strategies; methods for economic evaluation of public health programs; measurement of the global burden of disease; and assessment of the potential impact and cost effectiveness of new health technologies.
He is Director of the Prevention Policy Modeling Lab, which is a multi-institution research consortium that conducts health and economic modeling relating to infectious disease. Prior to joining the Stanford faculty, Dr. Salomon was Professor of Global Health at Harvard T.H. Chan School of Public Health.

Alain Schläpfer
Social Science Research Scholar
BioAlain Schläpfer is a Social Science Research Scholar at the Center on Democracy, Development and the Rule of Law, and a Lecturer in the Ford Dorsey Master's in International Policy. His research examines the evolution of cooperation among individuals and groups, with a particular emphasis on the role of reputational concerns. He also investigates the formation of preferences and of cultural norms, as well as their effects on behavior and long term outcomes. Alain's research has been published in journals in political science, economics and biology, and makes use of formal modelling, causal identification and computer simulations. Originally from Switzerland, Alain received his PhD from Universitat Pompeu Fabra in Barcelona, Spain.

Harold Trinkunas
Deputy Director
BioHarold Trinkunas is the Deputy Director of and a Senior Research Scholar at the Center for International Security and Cooperation at the Freeman Spogli Institute for International Studies at Stanford University. Prior to arriving at Stanford, Dr. Trinkunas served as the Charles W. Robinson Chair and senior fellow and director of the Latin America Initiative in the Foreign Policy program at the Brookings Institution. His research focuses on issues related to foreign policy, governance, and security, particularly in Latin America. Trinkunas has written on emerging powers and the international order, ungoverned spaces, terrorism financing, borders, and armed non-state actors.
Trinkunas co-authored Militants, Criminals and Warlords: The Challenge of Local Governance in an Age of Disorder (Brookings Institution Press, 2017), Aspirational Power: Brazil’s Long Road to Global Influence (Brookings Institution Press, 2016) and authored Crafting Civilian Control of the Military in Venezuela (University of North Carolina Press, 2005). Graham Webster
Research Scholar; Editor-In-Chief, DigiChina Project
BioGraham Webster is a research scholar in the Program on Geopolitics, Technology, and Governance and editor-in-chief of the DigiChina Project at the Center for International Security and Cooperation at Stanford University. He researches, writes, and teaches on technology policy in China and US-China relations.
Before bringing DigiChina to Stanford in 2019, he was its cofounder and coordinating editor at New America, where he was a China digital economy fellow. From 2012 to 2017, Webster worked for Yale Law School as a senior fellow and lecturer responsible for the Paul Tsai China Center’s Track II dialogues between the United States and China and co-taught seminars on contemporary China and Chinese law and policy. While there, he was an affiliated fellow with the Yale Information Society Project, a visiting scholar at China Foreign Affairs University, and a Transatlantic Digital Debates fellow with New America and the Global Public Policy Institute in Berlin. He was previously an adjunct instructor teaching East Asian politics at New York University and a Beijing-based journalist writing on the Internet in China for CNET News.
In recent years, Webster's writing has been published in MIT Technology Review, Foreign Affairs, Slate, The Wire China, The Information, Tech Policy Press, and Foreign Policy. He has been quoted by The Wall Street Journal, The New York Times, The Washington Post, and Bloomberg and spoken to NPR and BBC World Service. Webster has testified before the US-China Economic and Security Review Commission and speaks regularly at universities and conferences in North America, East Asia, and Europe. His chapter, "What Is at Stake in the US–China Technological Relationship?" appears in The China Questions II (Harvard University Press, 2022).
Webster holds a bachelor's in journalism and international studies from Northwestern University and a master's in East Asian studies from Harvard University. He took doctoral coursework in political science at the University of Washington and language training at Tsinghua University, Peking University, Stanford University, and Kanda University of International Studies. -
Barry R. Weingast

He served as Chair, Department of Political Science, from 1996 through 2001. He is a member of the National Academy of Sciences and the American Academy of Arts and Sciences.
Weingast’s research focuses on the political foundation of markets, economic reform, and regulation. He has written extensively on problems of political economy of development, federalism and decentralization, legal institutions and the rule of law, and democracy. Weingast is co-author of Violence and Social Orders: A Conceptual Framework for Interpreting Recorded Human History (with Douglass C. North and John Joseph Wallis, 2009, Cambridge: Cambridge University Press) and Analytic Narratives (1998, Princeton). He edited (with Donald Wittman) The Oxford Handbook of Political Economy (Oxford University Press, 2006). Weingast has won numerous awards, including the William H. Riker Prize, the Heinz Eulau Prize (with Ken Shepsle), the Franklin L. Burdette Pi Sigma Alpha Award (with Kenneth Schultz), and the James L. Barr Memorial Prize in Public Economics. -
Dean Winslow

BioDean Winslow, MD is Professor of Medicine and Pediatrics and is a Senior Fellow (By courtesy) at CISAC/Freeman Spogli Institute. He has served on the Stanford faculty since 1998 and from 2003-2008 as Co-Director of Stanford's Infectious Diseases Fellowship Training Program. He was in private practice in Wilmington, Delaware where he started the state’s multidisciplinary clinic for HIV patients in 1985. In 1988 he joined the DuPont Company where he worked both as a bench scientist on HIV drug resistance then designed the clinical trials supporting FDA approval of efavirenz. In 1999 he became Vice President of Regulatory Affairs at Visible Genetics Inc. and led the FDA clearance of the TRUGENE HIV-1 drug resistance test. Dr. Winslow joined the staff at Santa Clara Valley Medical Center in 2003, where he served as Chief of the Division of AIDS Medicine and later as Chair of the Department of Medicine. In 2015 he was appointed Vice Chair of the Department of Medicine at Stanford and Academic Physician-In-Chief at Stanford/ValleyCare. He was a Resident Fellow in Robinson House 2013-2017 and was visiting faculty at Oxford University in 2017. He was Lead Physician for the US Antarctic Program of the National Science Foundation 2019-2020 based at McMurdo Station, Antarctica. In March 2021 he took leave from Stanford to lead the US COVID-19 Testing and Diagnostic Working Group. He also served as CDC Senior Advisor to Operation ALLIES WELCOME and Chief Medical Officer for the Southwest Border Migrant Health Task Force before returning to Stanford in July 2022.
Dr. Winslow is a Master of the American College of Physicians, Fellow of the Royal College of Physicians, the American Academy of Pediatrics, the Infectious Diseases Society of America, and the Pediatric Infectious Diseases Society. He is the author of over 100 papers. He is,a member of the IDSA Sepsis Task Force, and previously served as Chair of the Standards and Practice Guidelines Committee.
Colonel Winslow entered the Air National Guard in 1980 and was a Distinguished Graduate of the USAF School of Aerospace Medicine. He served as Commander of the 159th Medical Group 1992-1995 and was State Air Surgeon, Delaware Air National Guard 1995-2011. He served as ANG Assistant to the Commander, 59th Medical Wing, Joint Base San Antonio 2011-2014. Colonel Winslow deployed to the Middle East six times after 9/11 as a flight surgeon supporting combat operations in Iraq and Afghanistan. From Jan-April 2003 Colonel Winslow was the flight surgeon responsible for combat rescue operations from northern Iraq to Tikrit. In 2005 he coordinated military public health in Louisiana in the aftermath of Hurricane Katrina. In 2006 Colonel Winslow served as an ER physician at the United States Air Force 447th EMEDS (combat hospital) in Baghdad and in 2008 he served as hospital commander during the Iraq surge. He is a 2007 graduate of Air War College. He served as an infectious disease consultant to the USAF Surgeon General. In 2017 Dr. Winslow was nominated by the President to serve as Assistant Secretary of Defense for Health Affairs. He has 3,000 civilian and 1,200 military flying hours including 431 combat hours and 263 combat sorties. He has extensive operational experience in fighter, tactical airlift, and combat rescue missions. He holds an FAA Airline Transport Pilot license.
Since 2006 Dr. Winslow has arranged medical care in the U.S. for 28 Iraqi children who have complicated medical conditions for which care is not available in Iraq. In 2015, Dr. Winslow and his wife, Dr. Julie Parsonnet, created The Eagle Fund of the Silicon Valley Community Foundation, which provides aid to middle eastern and central American refugees. In 2018 he co-founded Scrubs Addressing the Firearms Epidemic (SAFE), which unites health care professionals to address gun violence in the US as a public health issue and to advocate for education, research, and evidence-backed policy to reduce gun violence. -

Wolak is the Holbrook Working Professor of Commodity Price Studies in the Department of Economics and the Director of the Program on Energy and Sustainable Development at Stanford University.
