BioMargaret Levi is Professor of Political Science, Senior Fellow, Center on Democracy, Development and the Rule of Law, Freeman Spogli Institute for International Studies, the former Sara Miller McCune Director and current Faculty Fellow of the Center for Advanced Study in the Behavioral Sciences (CASBS), Senior Fellow of the Woods Institute, and co-director of Ethics, Society and Technology, Stanford University. She is Jere L. Bacharach Professor Emerita of International Studies in the Department of Political Science at the University of Washington. She held the Chair in Politics, the United States Studies Centre at the University of Sydney, 2009-13. At the University of Washington, she was director of the CHAOS (Comparative Historical Analysis of Organizations and States) Center and formerly the Harry Bridges Chair and Director of the Harry Bridges Center for Labor Studies.
Levi is the winner of the 2019 Johan Skytte Prize and 2020 Falling Walls Prize for Breakthrough of the Year in Social Sciences and Humanities. She became a fellow of the National Academy of Sciences in 2015, the British Academy in 2022, the American Academy of Arts and Sciences in 2001, the American Academy of Political and Social Science in 2017, and the American Philosophical Society in 2018. She was a John Simon Guggenheim Fellow in 2002. She served as president of the American Political Science Association from 2004 to 2005. She is the recipient of the 2014 William H. Riker Prize for Political Science. In 2019 she received an honorary doctorate from Universidad Carlos III de Madrid, 2019.
Levi is the author or coauthor of numerous articles and six books, including Of Rule and Revenue (University of California Press, 1988); Consent, Dissent, and Patriotism (Cambridge University Press, 1997); Analytic Narratives (Princeton University Press, 1998); Cooperation Without Trust? (Russell Sage, 2005), In the Interest of Others (Princeton, 2013), and A Moral Political Economy (Cambridge, 2021). She explores how organizations and governments provoke member willingness to act beyond material interest.
She was the general editor of Cambridge Studies in Comparative Politics. She is co-general editor of the Annual Review of Political Science and on the editorial board of PNAS.. Levi serves on the boards of the: Berggruen Institute: Center for Advanced Studies in the Social Sciences (CEACS) in Madrid; Research Council of the Canadian Institute for Advanced Research (CIFAR), and CORE Economics. Levi and her husband, Robert Kaplan, are avid collectors of Australian Aboriginal art. Ancestral Modern, an exhibition drawn from their collection, was on view at the Seattle Art Museum (SAM) in 2012. Yale University Press and SAM co-published the catalog.
Her fellowships include the Woodrow Wilson in 1968, German Marshall in 1988-9, and the Center for Advanced Study of the Behavioral Sciences in 1993-1994. She has lectured and been a visiting fellow at the Australian National University, the European University Institute, the Max Planck Institute in Cologne, the Juan March Institute, the Budapest Collegium, Cardiff University, Oxford University, Bergen University, and Peking University. She was a Phi Beta Kappa Visiting Scholar in 2005-6. She periodically serves as a consultant to the World Bank. -

BioIndra Levy received her Ph.D. in modern Japanese literature from Columbia University in 2001. She is the author of Sirens of the Western Shore: the Westernesque Femme Fatale, Translation, and Vernacular Style in Modern Japanese Literature (Columbia, 2006) and editor of Translation in Modern Japan (Routledge, 2009). She has served as Executive Director for the Inter-University Center for Japanese Language Studies (IUC) since 2010. In 2022, she was named the inaugural recipient of the Irene Hirano Inouye Award from the Terasaki Center for Japanese Studies for her contributions to Japanese Studies. Her current work focuses on humor in Japanese literature, performance, and translation from the late 19th century to the mid-20th. Her research interests include modern Japanese literature and criticism; critical translation studies; gender and language; modern Japanese performance, especially in the Meiji and Taishō eras; and modern Japanese women’s intellectual history.

Current Research and Scholarly InterestsPrashant's research focuses on examining/addressing inequalities in the education of youth and on understanding/improving the quality of education received by youth in a number of countries including China, India, Russia, and the United States. In the course of addressing educational inequalities, Prashant examines the consequences of tracking, financial and informational constraints, as well as social and psychological factors in highly competitive education systems. His work on understanding educational quality is built around research that assesses and compares student learning in higher education, high school and compulsory schooling. He furthermore conducts large-scale evaluations of educational programs and policies that seek to improve student outcomes.

Xinru Ma
Research Scholar
BioXinru Ma’s research focuses on nationalism, great power politics, and East Asian security with a methodological focus on formal and computational methods. More broadly, Xinru’s research encompasses three main objectives: Substantively, she aims to better theorize and enhance cross-country perspectives on critical phenomena such as nationalism and its impact on international security; Methodologically, she strives to improve measurement and causal inference based on careful methodologies, including formal modeling and computational methods like natural language processing; Empirically, she challenges prevailing assumptions that inflate the perceived risk of militarized conflicts in East Asia, by providing original data and analysis rooted in local knowledge and regional perceptions. Her work has been published in the Journal of East Asian Studies, The Washington Quarterly, the Journal of Global Security Studies, and the Journal of European Public Policy, and in edited volumes through Palgrave. Her co-authored book - Asian Power Transitions: Internal Challenges, Common Conjecture, and the Future of U.S.-China Relations - is forthcoming with the Columbia University Press.
At SNAPL, Xinru will lead the research group in collaborative projects that focus on U.S.-Asia relations. One of the projects will contrast the rhetoric and debates in US politics surrounding the historical phenomenon of "Japan bashing" and the current perception of a "China threat.” By applying automated text analysis and qualitative analysis to textual data from various sources such as congressional hearings and presidential speeches, this project uncovers the similarities, differences, and underlying factors driving the narratives surrounding US-Asia relations. She will also provide mentorship to student research assistants and research associates.
Before joining SNAPL, Xinru was an assistant professor at the School of International Relations and Diplomacy at Beijing Foreign Studies University, where she led the Political Science Research Lab, a lab committed to closing the gender gap in computational methods and political science research by offering big data methods training and professionalization workshops to students. Prior to that, Xinru was a post-doctoral fellow at the Center for International Security and Cooperation at Stanford University (2019-2020), and a pre-doctoral fellow at the Department of Political Science at Vanderbilt University (2018-2019). In 2023, Xinru was selected as an International Strategy Forum fellow by Schmidt Futures, an initiative that recognizes the next generation of problem solvers with extraordinary potential in geopolitics, innovation, and public leadership. -

Scot Marciel

BioScot Marciel is a career U.S. Foreign Service Officer currently working as a Visiting Scholar and Practitioner Fellow on Southeast Asia at the Walter Shorenstein Asia Pacific Research Center at Stanford University. Prior to coming to Stanford, he served as U.S. Ambassador to Myanmar from 2016 to 2020. His previous assignments with the U.S. Department of State include as Ambassador to Indonesia, Ambassador for ASEAN Affairs, and Principal Deputy Assistant Secretary of State for East Asia and the Pacific. He also has served in Vietnam, Hong Kong, Turkey, Brazil, and the Philippines. Scot Marciel received a MA from the Fletcher School of Law and DIplomacy, and a BA in International Relations from the University of California, Davis. He is a native of Fremont, California.

BioOriana Skylar Mastro is a Center Fellow at the Freeman Spogli Institute for International Studies, Stanford University where her research focuses on Chinese military and security policy, Asia-Pacific security issues, war termination, and coercive diplomacy. She is also Foreign and Defense Policy Studies Fellow at the American Enterprise Institute and continues to serve in the United States Air Force Reserve for which she works as a strategic planner at INDOPACOM J56. For her contributions to U.S. strategy in Asia, she won the Individual Reservist of the Year Award in 2016. She has published widely, including in Foreign Affairs, International Security, International Studies Review, Journal of Strategic Studies, The Washington Quarterly, The National Interest, Survival, and Asian Security, and is the author of The Costs of Conversation: Obstacles to Peace Talks in Wartime, (Cornell University Press, 2019). She holds a B.A. in East Asian Studies from Stanford University and an M.A. and Ph.D. in Politics from Princeton University. Current Research and Scholarly InterestsResearch Activities:
My research focuses on the environmental and equity dimensions of intensive food production systems, and the food security dimensions of low-input systems. I have been involved in a number of field-level research projects around the world and have published widely on issues related to climate impacts on agriculture, distributed irrigation systems for diversified cropping, nutrient use and loss in agriculture, biotechnology, aquaculture and livestock production, biofuels development, food price volatility, and food policy analysis.
Teaching Activities:
I teach courses on the world food economy, food and security, aquaculture science and policy, human society and environmental change, and food-water-health linkages. These courses are offered to graduate and undergraduate students through the departments of Earth System Science, Economics, History, and International Relations.

BioJennifer Pan is a political scientist whose research focuses on political communication, digital media, and authoritarian politics. She is the Sir Robert Ho Tung Professor of Chinese Studies, Professor of Communication and (by courtesy) Political Science, and a Senior Fellow at the Freeman Spogli Institute.
Dr. Pan's research uses experimental and computational methods with large-scale datasets on political activity to answer questions about the role of digital media in authoritarian and democratic politics, including how political censorship, propaganda, and information manipulation work in the digital age and how preferences and behaviors are shaped as a result. Her work has appeared in peer-reviewed publications such as the American Political Science Review, American Journal of Political Science, Journal of Politics, Political Communication, and Science.
She graduated from Princeton University, summa cum laude, and received her Ph.D. from Harvard University’s Department of Government. -

He is a co-director of the Center on Philanthropy and Civil Society (publisher of the Stanford Social Innovation Review), and associate director of the Institute for Human-Centered Artificial Intelligence. He was faculty director at the Center for Ethics in Society for eight years, and he continues to lead its ethics and technology initiatives.
His scholarship in political theory engages with the work of social scientists and engineers. His newest work is on ethics and AI. His most recent books are System Error: Where Big Tech Went Wrong and How We Can Reboot (with Mehran Sahami and Jeremy M. Weinstein, HarperCollins 2021) and Digital Technology and Democratic Theory (edited with Lucy Bernholz and Hélène Landemore, University of Chicago Press 2021). He has also written widely about philanthropy, including Just Giving: Why Philanthropy is Failing Democracy and How It Can Do Better (Princeton University Press, 2018) and Philanthropy in Democratic Societies: History, Institutions, Values (edited with Chiara Cordelli and Lucy Bernholz, University of Chicago Press, 2016). His early work is focused on democracy and education, including Bridging Liberalism and Multiculturalism in American Education (University of Chicago Press, 2002) and Education, Justice, and Democracy (edited with Danielle Allen, University of Chicago Press, 2013). He has written for the New York Times, Washington Post, Wired, The Guardian, and the Stanford Social Innovation Review.
Rob is the recipient of multiple teaching awards, including the Walter J. Gores award, Stanford’s highest honor for teaching. He was a sixth grade teacher at Rusk Elementary School in Houston, Texas before attending graduate school. Mehran Sahami

BioMehran Sahami is Tencent Chair of the Computer Science Department and the James and Ellenor Chesebrough Professor in the School of Engineering. As a Professor (Teaching) in the Computer Science department, he is also a Bass Fellow in Undergraduate Education and previously served as the Associate Chair for Education in Computer Science. Prior to joining the Stanford faculty, he was a Senior Research Scientist at Google. His research interests include computer science education, artificial intelligence, and ethics. He served as co-chair of the ACM/IEEE-CS joint task force on Computer Science Curricula 2013, which created curricular guidelines for college programs in Computer Science at an international level. He has also served as chair of the ACM Education Board, an elected member of the ACM Council, and was appointed by California Governor Jerry Brown to the state's Computer Science Strategic Implementation Plan Advisory Panel.

Joshua Salomon
Professor of Health Policy and Senior Fellow at the Freeman Spogli Institute for International Studies
BioJoshua Salomon is a Professor of Health Policy, a core faculty member in the Center for Health Policy, and Senior Fellow at the Freeman Spogli Institute for International Studies. His research focuses on public health policy and priority-setting, within three main substantive areas: (1) modeling patterns and trends in major causes of global mortality and disease burden; (2) evaluation of health interventions and policies; and (3) measurement and valuation of health outcomes.
Dr. Salomon is an investigator on projects funded by the Centers for Disease Control and Prevention, National Institutes of Health and the Bill & Melinda Gates Foundation, relating to modeling of infectious and chronic diseases and associated intervention strategies; methods for economic evaluation of public health programs; measurement of the global burden of disease; and assessment of the potential impact and cost effectiveness of new health technologies.
He is Director of the Prevention Policy Modeling Lab, which is a multi-institution research consortium that conducts health and economic modeling relating to infectious disease. Prior to joining the Stanford faculty, Dr. Salomon was Professor of Global Health at Harvard T.H. Chan School of Public Health.

BioAlain Schläpfer is a Lecturer in Political Science and Economics and the Director of the Data Science track in Political Science. His research examines the evolution of cooperation among individuals and groups, with a particular emphasis on the role of reputational concerns. He also investigates the formation of preferences and of cultural norms, as well as their effects on behavior and long term outcomes. Alain's research has been published in journals in political science, economics and biology, and makes use of formal modelling, causal identification and computer simulations. BioHarold Trinkunas is the Deputy Director of and a Senior Research Scholar at the Center for International Security and Cooperation at the Freeman Spogli Institute for International Studies at Stanford University. Prior to arriving at Stanford, Dr. Trinkunas served as the Charles W. Robinson Chair and senior fellow and director of the Latin America Initiative in the Foreign Policy program at the Brookings Institution. His research focuses on issues related to foreign policy, governance, and security, particularly in Latin America. Trinkunas has written on emerging powers and the international order, ungoverned spaces, terrorism financing, borders, and armed non-state actors.

Weingast’s research focuses on the political foundation of markets, economic reform, and regulation. He has served on the Stanford faculty since 1998 and from 2003-2008 as Co-Director of Stanford's Infectious Diseases Fellowship Training Program. He was in private practice in Wilmington, Delaware where he started the state’s first multidisciplinary clinic for HIV patients in 1985. In 1988 he joined the DuPont Company where he worked both as a bench scientist on HIV drug resistance then designed the clinical trials supporting FDA approval of efavirenz. In 1999 he became Vice President of Regulatory Affairs at Visible Genetics Inc. and led the FDA clearance of the TRUGENE HIV-1 drug resistance test. Dr. Winslow joined the staff at Santa Clara Valley Medical Center in 2003, where he served as Chief of the Division of AIDS Medicine and later as Chair of the Department of Medicine. In 2015 he was appointed Vice Chair of the Department of Medicine at Stanford and Academic Physician-In-Chief at Stanford/ValleyCare. He was a Resident Fellow in Robinson House 2013-2017 and was visiting faculty at Oxford University in 2017. He was Lead Physician for the US Antarctic Program of the National Science Foundation 2019-2020 based at McMurdo Station, Antarctica. In 2021 he took leave from Stanford to lead the US COVID-19 Testing and Diagnostic Working Group. He also served as CDC Senior Advisor to Operation ALLIES WELCOME and Chief Medical Officer for the Southwest Border Migrant Health Task Force before returning to Stanford in July 2022.
Dr. Winslow is a Master of the American College of Physicians, Fellow of the Royal College of Physicians, the Infectious Diseases Society of America, and the Pediatric Infectious Diseases Society. He is the author of 94 papers. He is,a member of the IDSA Sepsis Task Force, and previously served as Chair of the Standards and Practice Guidelines Committee.
Colonel Winslow entered the Air National Guard in 1980 and was a Distinguished Graduate of the USAF School of Aerospace Medicine. He served as Commander of the 159th Medical Group 1992-1995 and was State Air Surgeon, Delaware Air National Guard 1995-2011. He served as ANG Assistant to the Commander, 59th Medical Wing, Joint Base San Antonio 2011-2014. Colonel Winslow deployed to the Middle East six times after 9/11 as a flight surgeon supporting combat operations in Iraq and Afghanistan. From Jan-April 2003 Colonel Winslow was the flight surgeon responsible for combat rescue operations from northern Iraq to Tikrit. In 2005 he coordinated military public health in Louisiana in the aftermath of Hurricane Katrina. In 2006 Colonel Winslow served as an ER physician at the United States Air Force 447th EMEDS (combat hospital) in Baghdad and in 2008 he served as hospital commander during the Iraq surge. He is a 2007 graduate of Air War College. He served as an infectious disease consultant to the USAF Surgeon General. In 2017 Dr. Winslow was nominated by the President to serve as Assistant Secretary of Defense for Health Affairs. He has 3,000 civilian and 1150 military flying hours including 431 combat hours and 263 combat sorties. He has extensive operational experience in fighter, tactical airlift, and combat rescue missions. He holds an FAA Airline Transport Pilot license.
Since 2006 Dr. Winslow has arranged medical care in the U.S. for 28 Iraqi children who have complicated medical conditions for which care is not available in Iraq. In 2015, Dr. Winslow and his wife, Dr. Julie Parsonnet, created The Eagle Fund of the Silicon Valley Community Foundation, which provides aid to middle eastern and central American refugees. In 2018 he co-founded Scrubs Addressing the Firearms Epidemic (SAFE), which unites health care professionals to address gun violence in the US as a public health issue and to advocate for education, research, and evidence-backed policy to reduce gun violence. -

BioFrank A. Wolak is the Holbrook Working Professor of Commodity Price Studies in the Department of Economics and the Director of the Program on Energy and Sustainable Development at Stanford University. His research and teaching focuses on design, performance, and monitoring of energy and environmental markets. He served as Chair of the Market Surveillance Committee (MSC) of the California Independent System Operator and was a member of the Emissions Market Advisory Committee (EMAC) for California’s Market for Greenhouse Gas Emissions allowances.
